Outbound webhook delivered after a location create that writes a new record.
POSTs this envelope to your registered HTTPS URL after a location create that writes a new record (not a pure active reuse with no DB write). Authenticate with HMAC (X-CurbWaste-Signature), not a Bearer API key.

data matches the location profile. customerId here is the Customer UUID. Respond 2xx quickly; retries use envelope id for idempotency.
