Outbound webhook delivered after a location write that mutates data.
POSTs this envelope to your registered HTTPS URL after a location PATCH, reactivate, or other write that mutates the location (including PO fill-in on reuse when data changes). Authenticate with HMAC (X-CurbWaste-Signature), not a Bearer API key.

data is the full location profile after the write. Respond 2xx quickly; retries use envelope id for idempotency.
